(Brief record of the
proceedings of the meeting of the Haryana Vidhan Sabha held on Monday, the 21st
March, 2005. from 2.00 P.M. to 5.02 P.M.).
I. Announcement by
the Secretary
The Secretary informed the House that
the Governor:-
(i) In exercise of the powers vested in him by Article 180 (i)
of the Constitution of India, has appointed Dr.Raghuvir Singh M.L.A. as
Acting Speaker of the Haryana Vidhan Sabha; and
(ii) In exercise of power conferred on him by article 188 of the
constitution of India, has
appointed the Acting Speaker, Haryana Legislative Assembly,
to be the person before whom every member of the Haryana Legislative Assembly shall,
before taking his/her seat, made and subscribe oath/affirmation.
II Oath/Affirmation by the Members
The Acting Speaker
congratulated all the members on their being elected as members of the Vidhan Sabha and also welcomed them
to the august House. He announced that the oath/affirmation would be made and
subscribed by the members in the following order as per the call of the
Secretary:-
(i) Deputy Chief Minister
(ii) Ministers
(iii) Lady Members; and
(iv) Other Hon'ble members districts-wise
alphabetically in alphabetical order.
Thereafter, 87 members of
the Sabha present in the House were sworn in, one by one.
III Intimation regarding Absence.
The Acting Speaker informed the
House that he had received two letters dated nil (received on 21st
March, 2005) from Shri Jai Singh Rana newly elected member from Nilokheri constituency vide which he had sought leave
of absence for the current session of the Haryana Vidhan Sabha and Sh. Om Parkash
Chautala newly elected member from Rori constituency vide which he had
expressed his inability to attend the current session of Haryana Vidhan Sabha
due to fracture in his leg and being admitted in the hospital .
IV. Election of Speaker
At
3.54 P.M the Parliamentary Affairs
Minister moved--
That Shri Harmohinder Singh Chatha a member of the Haryana Legislative Assembly,
who is present in the House, do take
the Chair as Speaker of the Assembly.
The motion was seconded by the Excise
and Taxation Minister.
There being no other proposal, the
Acting Speaker declared Shri
Harmohinder Singh Chatha unanimously elected as Speaker at 3.55 p.m. and
requested him to take the Chair.
(Shri Harmohinder Singh Chatha,
escorted by the Chief Minister, Parliamentary Affairs Minister and Dr. Sushil
Kumar Indora a member from the Opposition Benches, occupied the Chair).
V. Congratulatory Speeches.
The Finance Minister, the Education
Minister and Dr. Sushil Kumar Indora Member from the Opposition Benches and
Shri Radhey Shyam Sharma an Independent Member made congratulatory speeches.
The Chief Minister also made congratulatory speech.
The Speaker made some observations thanking
the members.
VI. Election of Deputy Speaker.
At
4.16 P.M the Parliamentary Affairs
Minister moved--
That Shri Azad Mohmmad. a member of the Haryana Legislative Assembly, who
is present in the House, be
elected as Deputy Speaker of the Assembly.
The motion was seconded by the
Irrigation Minister.
There being no other proposal, the Speaker declared Shri Azad Mohmmad unanimously elected as Deputy
Speaker at 4.18 p.m. and requested him to take the seat of the Deputy Speaker.
At this stage, Shri Azad Mohmmad escorted
by the Chief Minister, Parliamentary Affairs
Minister and Shri Sushil Kumar Indora a member from the Opposition
Benches and Shri Ram Kumar Gautam a member from the Bhartiya Janata Party,
occupied the seat of Deputy Speaker.
The Agriculture Minister,
the Industries Minister and S/Shri Dharam Pal Singh Malik, Karan Singh Dalal,
Chhatar Pal Singh, Amir Chand Makkar and Smt. Sharda Rathore, Smt. Anita Yadav
members from the Treasury Benches and Shri Ram Kumar Gautam a member from the
Bhartiya Janata Party and Shri Naresh Yadav, an Independent member, made
congratulatory speeches.
The Chief Minister also congratulated the Deputy
Speaker.
VI. Motion Under Rule 121
The Parliamentary
Affairs Minister moved -
That the provisions of Rules 231, 233, 235 and 270
of the Rules of Procedure and Conduct of Business in the Haryana
Legislative Assembly in-so-far as they relate to the constitution of
the-
(i)
Committee on Public
Accounts;
(ii)
Committee on
Estimates;
(iii)
Committee on Public
Undertakings; and
(iv)
Committee on the
Welfare of Scheduled Castes, Scheduled Tribes and Backward Classes,
for
the remaining period of the year 2004-2005 in respect of Committee on Estimates
and for the year 2005-2006 in respect of all four elected Committees
including the Committee on Estimates be suspended.
He also
moved –
That
this House authorizes the Speaker, Haryana Vidhan Sabha to nominate the Members
of the Estimates Committee for the remaining period of the year 2004-2005 and
all Members of the aforesaid Committees for the year 2005-2006 keeping in view the
proportionate strength of various parties/groups in the House.
The motion was put and carried.
The Sabha then adjourned
till 9.30 A.M. on Tuesday, the 22nd March, 2005.
