(Brief record of the proceedings of the meeting of the Haryana Vidhan Sabha held on Wednesday the 23rd March, 2005 from 9.30 A.M. to 11.10 A.M.).
I.
Homage to Shaheed-E- Azam Sardar Bhagat Singh and his associates.
The Chief Minister moved the Resolution paying homage to Shaheed-E-Azam Sardar Bhagat Singh and his associates and spoke for 5 minutes.
The Speaker also associates himself with the sentiments expressed by the Chief Minister in the House.
(The House then stood in silence for two minutes to pay homage to these great patriots)
II.
Welcome to Freedom Fighter.
During the course of paying rich tributes to the martyrs , the Speaker welcomed Ch. Ranbir Singh Freedom Fighter F/o Chief Minister, who was present in the V.I.P. Gallery.
III.
Presentation of the Vote-on-Account 2005-2006 (For Three Months i.e.
April, May and June, 2005.)
The Finance Minister presented the Vote-on-Account 2005-2006 (For Three Months i.e. April, May and June, 2005.)
IV.
Supplementary Estimates 2004-2005 (Second Instalment).
(i)
Discussion on the Estimates of expenduture charged on the revenue of the
state
(ii) Discussion and
Voting on the Demands for Supplementary Grants.
According to previous practice and to save the time of the House, the demands on
the order paper (No.2 , 6 to 8, 10 , 21 and
25 ) were deemed to have been read and moved together and a general
discussion on the supplementary demands permitted.
The Members were requested to indicate the demand No. on which they
wished to raise discussion.
S/Shri Karan Singh Dalal, Dharam
Pal Singh Malik and Mange Ram Gupta members from the Treasury Benches spoke for 17 minutes, 1
minute and for a while respectively.
The
Finance Minister by way of reply spoke for 8 minutes.
Demand No. 2 was put and
carried.
Demand
Nos. 6 to 8 were put together
and carried..
Demand No.
10 was put and carried.
Demand No.
21 was put and carried.
Demand No. 25 was
put and carried.
V.
Demands for Grants on Vote-on-account for April to June, 2005.
As per the past practice and to save the time of the House, all the Demands for Grants (Nos. 1 to 25) on the order paper were deemed to have been read and moved together. The members were requested to indicate the demand No. on which they wanted to raise discussion while speaking.
The Parliamentary Affairs Minister and the Chief Minister spoke for a while.
S/Shri Mange Ram Gupta and Nirpender Singh Sangwan members from the Treasury Benches spoke for 15 minutes and 4 minutes respectively.
The Finance Minister by way of reply spoke for 10 minutes.
Demand No. 1 to 25 were put together and carried.
The Sabha then adjourned till 2.00 P.M. today the 23rd March, 2005.
