I.
CALLING ATTENTION MOTIONS AND STATEMENTS
THEREON
(i)
Regarding the distress sale of Mustard by the farmers in Haryana.
The Speaker admitted the Calling Attention Motion No. 1 given notice of by Shri Karan Singh Dalal regarding the distress sale of Mustard by the farmers in Haryana. He asked Shri Karan Singh Dalal to read out his notice and Minister concerned to make a statement.
The notice was read out by Shri Karan Singh Dalal.
The Deputy Chief Minister made the statement.
(ii)
Regarding recent hailstorm in Haryana.
The Speaker admitted the Calling Attention Motion No. 2 given notice of by Shri Sushil Kumar Indora and two other members, regarding recent hailstorm in Haryana.He asked Shri Sushil Kumar Indora to read out his notice and Minister concerned to make a statement.
The notice was read out by Shri Sushil Kumar Indora.
The Revenue Minister made the statement.
II. MOTION
UNDER RULE 15.
The Finance Minister moved-
That the proceedings on the items of Business fixed for today be exempted at this day’s sitting from the provisions of the Rule ‘Sittings of the Assembly’, indefinitely.
The motion was put and carried.
III.
MOTION UNDER RULE 16.
The Finance Minister moved-
That the Assembly at its rising this day shall stand adjourned sine-die.
IV. LEGISLATIVE BUSINESS
(i) The Haryana Appropriation (N0.1)Bill, 2005
At 2.28 P.M. the Finance Minister introduced the Haryana Appropriation (No.1) Bill, 2005 and also moved-
That the Haryana Appropriation (No.1) Bill be taken into consideration at once.
S/Shri Chhatar Pal Singh, Shamsher Singh Surjewala, Amir Chand Makkar, Ram Kishsn Fauji, Sher Singh and Smt. Anita Yadav members from the Treasury Benches and Shri Ram Kumar Gautam, a member from the Bhartiya Janata Party, Shri Naresh Yadav an Independent member and Shri Sushil Kumar Indora, a member from the Indian National Lok Dal spoke for 12, 8, 2, 5, 4, 3, 9, 4 and 5 minutes.
The Education Minister intervened and spoke for 2 minutes.
The Chief Minister intervened and spoke for a while.
The Finance Minister by way of reply spoke for 20 minutes.
The motion was put and carried.
The Bill was then considered clause by clause.
Clauses 2,3, Schedule, clause 1, the Enacting Formula and the Title, were put one by one, and carried.
The Finance Minister moved-
That the Bill be passed.
The motion was put and carried.
(ii) The Haryana Appropriation Vote on Account (N0.2)Bill, 2005
At 3.46 P.M. the Finance Minister introduced the Haryana Appropriation Vote on Account (No.2) Bill, 2005 and also moved-
That the Haryana Appropriation Vote on Account (No.2) Bill be taken into consideration at once.
The
motion was put and carried.
The Bill was then considered clause by clause.
Clauses 2, 3, Schedule, clause 1, the Enacting Formula and the Title, were put one by one, and carried.
The Finance Minister moved-
That the Bill be passed.
The motion was put and carried.
(iii)
The
Haryana Staff Selection Commission (Repeal) Bill, 2005.
At 3.50 P.M. the Parliamentary Affairs Minister introduced the Haryana Staff Selection Commission (Repeal) Bill, 2005. and also moved-
The Haryana Staff Selection Commission
(Repeal) Bill be taken into consideration at once.
Shri Sushil Kumar Indora, a member from the Indian National Lok Dal and Shri Karan Singh Dalal, a member from the Treasury Benches spoke for 11 and 15 minutes respectively.
The Chief Minister intervened for a while.
The Irrigation Minister intervened and spoke for 3 minutes.
The Parliamentary Affairs Minister by way of reply spoke for 2 minutes.
The Bill was then considered clause by clause.
Clauses 2, clause 1, the Enacting Formula and the Title, were put one by one, and carried.
The Parliamentary Affairs Minister moved-
That the Bill be passed.
The motion was put and carried.
V.
WALK- OUT
During the consideration stage of the Haryana Staff Selection Commission (Repeal) Bill, 2005, all the members of the Indian National Lok Dal present in the House staged a walk out as a protest against the Repeal of the said Bill.
The Sabha then adjourned sine-die.
