II CONDEMNATION
OF CONDUCT AND BEHAVIOR OF THE
MEMBERS
OF THE INDIAN NATIONAL LOK DAL.
The Transport Minister while condemned of conduct and
behavior of the Members of the Indian National Lok Dal, spoke for 4 minutes.
Shri
S. S. Surjewala, a Member from the Treasury Benches spoke for a while.
The
Chief Minister also spoke for a while.
II RAISING
OF MATTER REGARDING DAMAGE CAUSED TO CROPS
DUE TO
HAILSTORMS AND HEAVY RAINS..
Shri Karan Singh Dalal followed by Shri Anand Singh Dangi, Prof. Chhattar Pal Singh members from the Treasury Benches requested the Government to take effective relief measures in this regard.
Shri Ram Kumar Gautam and Shri Naresh Malik, members from the Bhartiya Janta Party also requested the Government to take effective relief measures in this regard.
The Chief Minister while clarifying the whole matter made a brief statement.
III RESUMPTION OF DISCUSSION ON THE GOVEROR’S ADDRESS AND VOTING ON MOTION OF THANKS.
Discussion on the Governor’s Address was resumed.
Shri Bachan Singh Arya, a Independent Member, spoke for 14 minutes.
Shri Subhash Chaudhry, Shri Ramesh Kaushik, Smt. Parsanni Devi, Major Nirpender Singh Sangwan, and Shri Devender Kumar Bansal, Members from the Treasury Benches, spoke for 9, 8, 10, 10 and 9 minutes respectively.
Shri Sukhbir Singh (Rohat) a Member from the Nationalist Congress Party, spoke for 12 minutes.
The Chief Minister, by way of reply, spoke for 71 minutes.
Thereafter the motion-
“That an address be presented to the Governor in the following terms:-
That the Members of the Haryana Vidhan Sabha assembled in this Session are deeply grateful to the Governor for the Address which has been pleased to deliver to the House on the 9th March, 2007 at 2.00 P.M.’”
was put and carried unanimously.
IV PRESENTAION OF SUPPLEMENTARY ESTIMATES FOR THE YEAR
2006-2007
(SECOND INSTALMENT)
The Finance Minister presented the Supplementary Estimates for the year 2006-2007 (Second Instalment).
V PRESENTATION OF REPORT OF ESTIMATES COMMITTEE.
Shri Sher Singh, Chairperson, Estimates Committee presented the Report of the Committee on the Supplementary Estimates (Second Instalment)-2006-2007.
VI DISCUSSION AND VOTING ON DEMANDS FOR SUPPLEMENTARY
ESTIMATES
FOR THE YEAR 2006-2007 (SECOND INSTALMENT).
Discussion
and voting on the Demands for Supplementay Grants.
As per the past practice and to save the time of the House, the demands on the order paper (No. 1 to 3, 5, 7 to 17 and 20 to 25 ) were deemed to have been read and moved together and a general discussion on the supplementary demands permitted. The Members were requested to indicate the demand No. on which they wished to raise discussion.
Prof. Chhattar Pal Singh, a Member from the Treasury Benches, spoke for 5 minutes.
The Finance Minister, by way of reply, spoke for 4 minutes.
Demand Nos. 1 to 3 were put together and carried.
Demand No. 5 was put and carried.
Demand Nos. 7 to 17 were put together and carried.
Demand Nos. 20 to 25 were put together and carried.
Shri Anand Singh Dangi, a member from the panel of Chairpersons occupied the Chair from 10.52 A.M. to 11.51 A.M.
The Sabha then adjourned till 9.30 A.M. on Thursday, the 15th March, 2007
