Custody of Papers. - The Secretary shall have custody of all records, documents and papers belonging to the Assembly or any of its Committees or the Legislative Assembly Secretariat and he ²[shall not make available or permit] any such records, documents or papers to be taken from the Assembly Chamber and its offices without the permission of the Speaker.
