122. Notice of motion for leave to introduce Bills. - Any member desiring to move for leave to introduce a Bill shall give fifteen days' notice of his intention and shall, together with his notice, submit a copy of the Bill and a full statement of objects and reasons :

Provided that the Speaker may, for sufficient reasons, allow the motion for leave to introduce a Bill to be made at shorter notice.
