147. Presentation of report. - (1) The report of the Select Committee on a Bill together with minutes of dissent, if any, shall be presented to the Assembly by the Chairperson or in his absence by any member of the Committee.

(2) In presenting the report the Chairperson or in his absence, the member presenting the report shall, if he makes any remarks, confine himself to a brief statement of fact, but there shall be no debate at this stage.
