The Chairpersons of all these Committees are appointed by the Speaker from amongst their members, but if the Deputy Speaker is a Member of either Committee, he under the operation of the rules, is the Chairperson, provided, however, that, in the case of the Public Accounts Committee, if the Chairperson of the Committee during the preceding financial year has served as a Chairperson; for less than two years and he is elected as a member of the Committee, he may be appointed by the Speaker as the Chairperson of the Committee.
