After the Governor has delivered his Address to Members the Speaker generally after half-an-hour, reports the fact of his having done so to the Vidhan Sabha at its sitting and lays a copy of the Address on its Table. Thereafter, at that sitting the business of a formal character, if any, is transacted by the Sabha.
A motion for leave to introduce a Bill may be made and a bill may be introduced on such day before the commencement of discussion on the Address.
