Sources of Bills

A bill can be introduced either by a Minister or by a Private Member. In the former case it is known as a Government Bill and in the latter case it is known as a Private Member’s Bill. But the requirements are the same in both the cases. In the case of Private Member’s Bills, however, the relative precedence among them is determined by a ballet, the procedure for which is set out in the Schedule 1 of the Rules of Procedure and Conduct of Business.
